The WCAs shall be liable for any adjustments to the unitary charge and/ or compensation payable by the WDA if there is a change in Waste not agreed by the Authority in advance and/or a change implemented unilaterally by the WCAs without complying with the review procedures contained in Clauses 11, 12 and 13 above.
