19.1 The WCAs acknowledge the likely costs which may be incurred by the WDA in the event of late or non-delivery of Contract Waste or in the event that the composition of the Waste delivered is outside the technical requirements of the Project Agreement or the guaranteed minimum tonnage is not reached. The WCAs agree to pay the reasonable costs to the WDA for failure to meet their obligations under this Agreement.
19.2 The WDA has the right to waive this obligation for each and every occurrence at its sole discretion.
