Recycling and Composting Targets

6  The WCAs shall develop and maintain waste and Recyclable Material collection systems   which will facilitate the achievement of the following recycling targets as set out in the Municipal Waste Strategy, a Local Area Agreement and The National Waste Strategy 2007 issued by the Secretary of State. These targets should be regarded as both individual and collective targets.

7  The WCAs acknowledge the importance of commitment to and achievement of the targets in Table 2 above in order to:

(a) assist with the Government's climate change agenda, particularly management of waste in accordance with the waste hierarchy;

(b) assist with the diversion of waste away from landfill and thus the avoidance of LATS penalties;

(c) continue Local Area Agreement funding and support; and

(d) gain PFI credits for the new Facility.

8  Each WCA agrees to produce an implementation plan for waste collection and recycling to demonstrate how the targets in Table 2 above will be achieved and any necessary works funded.

9  The plan shall be produced sufficiently in advance of the above target dates in Table 2 to allow for the implementation of effective measure to achieve the targets indicated in Table 2.

10  Where a WCA has already achieved or exceeded the above targets, no such implementation plans will be needed.

11  The WCAs shall  work together and in conjunction with the WDA to ensure that their implementation plans are consistent with the Waste Strategy for England 2007, the Municipal Waste Strategy, waste collection strategy and or any other collective WDA wide policies.
