It may therefore cover such matters as operating hours and closure procedures; vehicle sizes, weights and designs; delivery rotas between the WCAs; unacceptable wastes; and delivery recording systems. Much of the detail will derive from the appointed Contractor's proposals, but there will need to be a review procedure so that WCAs may request changes which would enable them to operate more effectively and which would cause the WDA to seek to negotiate such changes with the PFI Contractor. Such a review procedure may make provisions for sharing of the costs and savings between authorities and the Contractor.]
