The report begins by providing a contextual framework for the issue under study. Included in this section is an overview of public-private partnerships, their application in Virginia and Maryland, trends in transportation and administration, as well as a description of the Capital Beltway and the looming congestion problem. We will then provide a description of how we framed the issue and defined the problem. Following this explanation, we will elaborate on the research methods and data collections procedures as well as disclose the challenges faced during the project. The "Key Findings" section of the report will provide a detailed analysis of what we discovered during our research concerning the efforts to add capacity to the Capital Beltway and the use of public-private partnerships to do so. Data collection instruments and other supporting documents are included in the appendices.
