Under the proposed agreement, VDOT will be entitled to receive a share of toll revenues in the event the project revenues exceed expectations. The share will range between 5% and 30% of gross toll revenue, based on a series of return benchmarks established at financial close. Should VDOT require Fluor-Transurban to make enhancements to the project, Fluor-Transurban will pay VDOT 50% of any net positive revenue impact.
