168  As an alternative, the Authority could also simply opt for a technical and cost audit of the estimate prepared by the Contractor carried out by its own technical advisers.  This approach will work well where the works and/or services in question are relatively straightforward and good comparative data exist for pricing them.  For more complex changes, the Independent Technical Adviser route may offer a better solution.
