Part 2  WCA Baselines

[Note to Bidders: Ideally, from the Authority's perspective, the Contractor will take composition risk.  If, however, Bidders propose for evaluation some sharing of composition risk, this ought to be limited to the extent to which the Authority and its constituent WCAs are able to manage that risk and accordingly it ought to be limited to changes in their activity. If that route is adopted a WCA Baseline will be required against which to measure changes in WCA activity. The baseline (WCA Baselines) should set out the commodities collected and methods of collection without reference to the product of that activity (eg no tonnages are expected to be given).

A WCA Baseline will therefore be a table setting out:

 Commodities (but not tonnages) of waste collected for recycling by the WCAs;

 Receptacles;

 Frequencies of collection;

 Area of the WCA at which the scheme applies;

 (If relevant) whether and the extent to which Commercial ("trade") Waste is collected.

The table may project future roll out plans to tie in with the Authority's adopted JMWMS. The extent to which the WDA plans to work with the WCAs to agree review procedures or a sharing of risk is a matter for the WDA and WCAs and any inter authority agreement and ought not to be of concern of Bidders.

For Authorities, this information ought to be made available to Bidders at ISDS and it is not envisaged that it is an onerous requirement given that such data is available and will have been recorded in Authorities' OBC]
