26  Part III sets out a generic two stage testing process to apply as between the Authority and the Contractor.  The assumptions made are:

•  given the variety of technical solutions which may be adopted, generic drafting has been offered to apply (as suggested drafting) to all circumstances including where more than 1 site and more than 1 facility is used;

•  each package of works will be let to a single turnkey contractor;

•  that (notwithstanding that with regard to its Construction Sub-Contractor, the Contractor may require a number of test stages) the Authority is engaged only in two stages being tests to confirm that the facility is ready to receive waste and subsequent performance tests.  These are described as the readiness and the acceptance tests;

•  the Payment Mechanism deals with payment arrangements between readiness and acceptance acknowledging that this may be an extended period.
