Defra's Waste Infrastructure Delivery Programme (WIDP) has produced this guidance primarily for Authorities which are currently undertaking the procurement of, or which already have a signed Contract for, privately financed residual waste treatment facilities. The objective is to help the Authorities' Contract Management Teams apply best practice based on a good understanding of the contractual teams and the management challenges posed by the nature of the Contract and the waste sector in general.
This guidance is not intended to make Contract Managers into legal experts or to answer all the questions they may have in relation to managing their Contract. However it is intended to help Contract Managers ask the right questions at the right time so that the Authority as a whole is able to perform the role of an intelligent customer.
Although the guidance is intended for Local Authorities, it is anticipated that Contractors will also get value out of reading this guidance. WIDP encourages Contractors to provide feedback on this guidance which can be reflected in future updates. Advisers to Authorities and their Contractors may also find it beneficial to read this guidance.
