Local Partnerships' publications include the 4ps "Guide to Contract Management for PFI and PPP Projects"8. This non sector specific guide outlines some of the processes involved in monitoring PFI contracts and deals with the events which may arise after Contract signature through to the end of the operational period. Other useful publications include "4ps' Review of Operational PFI and PPP Projects"9 and Local Partnerships' "Workforce Matters in Local Authority Public Private Partnership Agreements: Guidance and Standard Drafting for Authorities in England and Wales"10.
This WIDP guidance is intended to supplement Local Partnerships' documents and provide more detail on issues specific to the waste sector.
For projects in England and Wales, Local Partnerships provides a Gateway programme which incorporates two possible review points in the post close period i.e. Gateway 4 which covers the "Readiness for Service" of a project and Gateway 5 which involves an operations review and looks at the benefits realisation of the project at 5 yearly intervals.
