■ Armoured Vehicle Training Service project: The complexities of this training project were underestimated and the requirement was not defined sufficiently clearly before engagement with the contractors in the bidding process. Advancing the procurement took a long time as requirements were identified and developed as the project progressed. It was not until six years after the project was advertised to bidders that the Department understood the risks and decided to abort the plan to procure services under the PFI. Some of the requirement has already been delivered under an alternative conventional programme which the Department is proceeding with.
