21 Both ex-Metronet employees and Tube Lines told us that London Underground did not make considerations for "principles of affordability" in its requirements, in particular with regards to scope demands. In July 2004 Metronet wrote to London Underground to say that it disagreed with London Underground's "apparent expectation of minimal or no retention of assets", even where Metronet believed replacement or renewal was unnecessary.
