2.13 English Partnerships began working with the three potential bidders on the shortlist. Of these three, the Wellcome Trust did not submit a formal bid for the Dome itself; and English Partnerships considered that the Tops Estates bid carried high risks to delivery, with only one bid, from Meridian Delta Ltd, remaining clearly compliant and deliverable.
