5 The majority of the project team and consultants with first hand involvement of the pilot scheme had left the Department by the time we started our review of the Bicester scheme, and our discussions took place instead with their replacements on the Home Office team.
We were, however, able to discuss the benefits realisation exercise with one of the Financial Advisors at an early stage in our enquiries, which helped put the benefits exercise into context.
