1.22 The Department initially invited tenders for a five year period to cover implementation of the single Defence Fixed Telecommunications System, after which the Department would operate and maintain the services. Bidders were, however, free to propose additional contract periods of up to five years, during which they would take some responsibility for operation and maintenance of the system, if they could demonstrate this would offer value for money.
