2.3  Departments should consider and investigate appropriate options to secure their objectives. This should include: the best form of project and the best form of procurement. Before deciding whether PFI procurement is superior to conventional procurement, departments should investigate the market to assess its views on whether PFI is the most appropriate option to deliver value for money, and whether it is willing and able to deliver that option. Also, if a PFI project is to be implemented successfully, the public sector will need the right team in place to prepare a tendering strategy and evaluate bids. That team will also require the support of senior management.
