25 We cannot comment at this stage on whether the Department's objective to ensure the construction of the entire Link will be achieved. Nevertheless, it is apparent from our examination that, in difficult circumstances, a range of complex issues had to be addressed and that the Department handled the negotiations with LCR in a competent manner. Although the project to build the Link and privatise Eurostar UK is unique in many respects, the conclusions that can be drawn from it are not. There are, therefore, a number of important lessons to be borne in mind for future Public Private Partnerships, along with some specific points for the Department.
