4.  We collected information from the following sources:

■  A review of the Department's papers recording the negotiations and of the legal agreements underpinning the deal;

■  Interviews with Departmental officials and advisers, on how they handled the negotiation of the deal;

■  Discussions with the key private sector participants in the restructured deal (LCR, Railtrack and ICRR).
