18. Our review of the information made available to us does not reveal that there were extensive efforts made to seek loan market opportunities. There is an apparently unsolicited offer for a financing of £2,000 million from Deutsche Bank AG in June 1998 at pricing and with maturities that we consider would have been appropriate. It is also our view that there was sufficient capacity in the market to raise this finance on the terms proposed.
