19. LCR raised £700 million through three facilities guaranteed by Railtrack of which £350 million was provided by banks. The terms of this latter facility paying a margin of 45 basis points over LIBOR for the first five years and 55 basis points over LIBOR for the last two years are, in our opinion appropriate for the facility in market at that time.
