24 Although it is too early to conclude whether the key outcomes envisaged in this partnership will be achieved, it is apparent from our examination that National Savings secured a very good deal with SBS. In doing so, a range of complex issues had to be addressed and National Savings' experience underscores some important lessons which should be borne in mind in negotiating public-private partnerships.
