1.1 Purpose
The Contractor will design, build, finance, operate and manage new and / or refurbished Stations, together with associated services and support functions to enable the Authority to - insert basic purpose as stated in OJEU.
The buildings1 will be designed and constructed in accordance with all current building legislation, and design quality indicators as described in this Output Specification; the Home Office Police Buildings Design Guide2 / DCLG FRA Design Guide (delete which not applicable) should also be applied. Where the Output Specification differs from the Home Office Buildings Design Guide / DCLG FRA Design Guide (delete which not applicable) or where specific written derogations have been agreed, the Output Specification will take precedence.
In addition to the information made available in the Output Specification of this Procurement Pack, bidders and other interested parties should also be aware of the following documentation in respect of Police Custody suites:
Police Buildings Design Guide - Custody 2006 and the Best Practice Documentation which is supplied to and available from Police Estates Departments.
ACPO documentation - Guidance on the Safer Detention and Handling of Persons in Police Custody - 2006.
The services including support functions should be provided in accordance with all legislation and good industry practice throughout the contract period.
