1.15.1 General
The Mechanical and Electrical (M&E) Services are those set out in 1.15.2 and 1.15.3. The Mechanical and Electrical Services shall meet high standards of energy efficiency. The prescribed standards at the time the Contract is completed for energy efficiency should be the minimum acceptable standard as described in building regulations.
The designs of the relevant heating and ventilating systems and the selection of the associated equipment should reflect current best practice in terms of cost effective energy efficient measures, with the aim of minimising running costs and the reduction of carbon (C0²) emissions.
Energy efficiency measures should not compromise the normal functioning of the buildings. Such measures should be an integral part of the buildings, their operation, and the operation of all control systems used within the building services.
The Contractor shall be responsible for liaison with all relevant public, local and statutory authorities including utility suppliers as necessary.
The Contractor should demonstrate that all aspects of the M&E Services design and construction are fully integrated with those of the general building design and the construction strategy. The Contractor should also ensure that requirements for maintenance of systems are fully planned and therefore incorporated in the M&E design.
All equipment requirements for M&E Services must be selected to perform to the prescribed standards and be robust and durable to meet the specific needs of the area served. The equipment should not cause any limitations that force the Authority to change its desired routines and operations.
The Contractor should state the expected remaining life expectancy of the buildings' key plant and equipment, and the expected availability of spares, at the end of the Contract Period.
The Contractor should give full consideration to how their proposals can contribute to the future flexible use of the Station(s).
Plant Rooms
The Contractor should provide space to house all plant rooms including but not limited to heating, water services, ventilation plant and electrical switchgear, equipment and building services equipment, etc.
All plant should be installed within dedicated areas, each area having sufficient space for proper access, removal, replacement, and maintenance purposes.
Any plant or space should be suitably attenuated to limit noise within the occupied spaces and surroundings to specified levels.
Plant Access
The design and installation of the M&E Services should provide for full access for day to day maintenance and major plant removal and replacement.
Installation
The installation of the M&E Services will be designed to be neat and aesthetically pleasing with particular regard given to concealment of all service runs accommodating the need for full and proper access (including sprinkler systems)..
Submission Information
In addition to the information requested elsewhere in this Output Specification all submissions of design and construction information must also contain a full written description of the M&E systems and installations proposed, and demonstrate how these have been integrated with the design of the building.
