Deemed Unavailability
Given the importance of the accommodation in relation to supporting Emergency Service provision it is essential the Contractor does not solely consider the impact of Unavailability on an Area by Area basis. This requires a mechanism providing that where more than two key Areas are Unavailable (depending on the number key Areas in each type of accommodation for a Police or Fire Station) then all of Zone 1 is deemed to be Unavailable. This is to deal with a scenario where, for example, the appliance bay and the communications room are Unavailable at a Fire Station and the operational effectiveness of the entire Zone 1 accommodation is likely to be impaired. Additional provisions may be required for a single bay station or smaller Police stations with fewer critical Areas. The following table provides an example in the context of a Fire Station in terms of classifying certain key areas within a single zone for the purpose of assessing deemed Unavailability.
