1. Information Requirements

Has the Bidder/Relevant Organisation supplied all the information requested in the PQQ?

2. Eligibility

PQQ Question A10 - Has the Relevant Organisation been involved in any court actions and/or industrial tribunal hearings in the last three years?

PQQ Question A11 - Are there any court actions and/or industrial tribunal hearings currently outstanding against the Relevant Organisation?

PQQ Question A12 - Are there any circumstances for excluding the Relevant Organisation under Regulation 14 of the Public Services Regulations 1993:

•  Bankruptcy, insolvency or winding-up

•  Convicted of a criminal offence relating to the conduct of its business

•  Committed an act of grave misconduct during the course of its business

•  Not fulfilled obligations relating to the payment of taxes or social security contributions

•  Guilty of serious misrepresentation in providing information

•  Not properly licensed under the laws of the state in which it is established

3. Preliminary Financial Evaluation

PQQ Questions B3 & C3 - Does the lead Bidder have or are there consortium members with capacity to undertake the project and attract other credible consortium members?
