Letter to unsuccessful Bidders at Pre-Qualification

Thank you for your application to participate in the process of the award for the above. The Police / Fire and Rescue project has attracted a considerable level of interest; yours was one of over [insert number] expressions of interest and completed Pre-Qualification Questionnaires that we received.
As you will know, the process of selecting a Bidder is being conducted in accordance with the Public Services Contracts Regulations 1993. As required under those Regulations, the Police / Fire and Rescue Authority pre-determined a set of objective pre-qualification criteria against which it would measure the suitability of those Bidders expressing an interest in the project to proceed to the later stages of the competitive process.
The Police / Fire and Rescue Authority has considered in detail all the information provided by the various Bidders, against these objective criteria. The evaluation process is now complete, and I regret to inform you that you have failed to satisfy all of the criteria determined for the pre-qualification stage of the process, and accordingly you have not been included on the list of Bidders to proceed to the subsequent stages.
