The point of contact for Bidders will be the Project Director for the fire and rescue service or police project:

Details of the Project Team set up to manage the procurement of the fire and rescue service or police project, including the technical, financial and legal advisors appointed by the Fire and Rescue Authority or Police Authority, are included at Appendix 2 of these instructions.

The Public Private Partnerships Programme (4ps) was established by the Local Government Association to assist Local Authorities, and potential private sector partners, to develop, procure and deliver PFI / PPP projects, and other forms of public private partnership.  The 4ps is neutral and independent and is not one of the Fire and Rescue Authority or Police Authority's advisors [although the 4ps has a representative on the Project Team / Project Board].  Bidders are free to discuss this project with the 4ps executive, who may report Bidders views on aspects of the project to the Fire and Rescue Authority or Police Authority, either on an attributable or an anonymous basis, by agreement with the relevant Bidder.  The Fire and Rescue Authority or Police Authority is not bound to act on any view expressed by the 4ps, either on its own behalf or on a Bidder's behalf.  The principal point of contact at the 4ps for projects in the fire and rescue service or police sector and this PPP/PFI project is [insert name and contact details].
