The Fire and Rescue Authority or Police Authority is using the competitive dialogue procedure under the Public Contracts Regulations 2006, and Bidders are referred to those Regulations.

Bidders are deemed to understand the processes that the Fire and Rescue Authority or Police Authority is required to follow under those Regulations and all applicable European and domestic legislation.

[The project is being procured under the Private Finance Initiative, as it applies to Local Authorities.  Accordingly, all proposals must satisfy the requirements of the PFI, and the Contract by which any proposal will ultimately be implemented must meet the PFI criteria as published by the CLG and Defra.
