Number, Type and Content of Solutions

Each Bidder shall submit a Standard Solution in accordance with Paragraph, and may, at its discretion, submit up to [insert number] Variant Solutions in accordance with Paragraph.  Variant Solutions will not be considered unless the Bidder also submits a compliant Standard Solution.

Each such Solution shall be submitted in separate volumes, with each page numbered consecutively.  Each volume shall contain a 'contents' list for that volume which shall be bound immediately inside the cover. Any drawings included with a Solution shall be numbered and a drawing list shall be included as part of the contents list.  Drawings shall not be larger than [insert size] and shall be folded and inserted into pockets with the appropriate volume.

Bidders must include, when submitting their Solutions, all of the information requirements set out in Part 5 of these Instructions.

Where documents and drawings are common to the Standard Solution and the Variant Solution(s) they need to be produced only with the Standard Solution.  In that event, appropriate cross-referencing should be contained in the Variant Solution(s) to the documents and drawings appearing in the Standard Solution.

Solutions should be as concise as possible, whilst providing sufficient information to enable the Fire and Rescue Authority or Police Authority to evaluate Solutions in accordance with this ISDS.

All Solutions shall be submitted in English.

Any Solution submitted will be regarded as unconditional and capable of acceptance.  The extent to which a Solution remains subject to further due diligence will be one of the criteria taken into account in evaluating the Solution.  Bidders must therefore involve their own, and their funders', legal, technical and financial advisors prior to the submission of the Solutions.  The Fire and Rescue Authority or Police Authority reserves the right to decline to conduct any further competitive dialogue following the submission of Solutions.
