Evaluation for Compliance

Solutions will be checked initially for compliance with these Instructions and for completeness.  Clarification may be sought from Bidders in order to determine if a Solution is complete and compliant.  Solutions that are not substantially complete and/or compliant with these Instructions may be rejected.
