There will be an Access Refusal Event if having taken reasonable steps to work with the Tenant and address reasons for refusal for a period of [ ] days the Tenant continues to indicate that he is still unwilling to allow access to the Dwelling. In exceptional circumstances, the Contractor may request the assistance of the Authority. Any assistance provided by the Authority will be at its sole discretion and on a goodwill basis (so that failure to comply is not a breach of this Agreement or this Protocol by the Authority) and the involvement of the Authority will not absolve the Contractor from its responsibilities as set out in this Agreement and this Protocol.
