Approach and Scope of the Project

The Output Specification (Schedule •) sets out the Local Authority's requirements and required outcome for the [insert details of service], and the detailed outputs and performance requirements underlying the achievement of the outcome.

Following the period of competitive dialogue, Bidders are required to submit a series of Method Statements to set out how they propose to meet the requirements of the Output Specification.  Details of the Method Statements required as part of this ISDS are set out in Part 5 of these Instructions.

The Output Specification (Schedule ) sets out the scope of the project, including the geographical scope of the services to be provided by the Service Provider.  The geographical scope of the project is set out on Schedule (Drawings).

The Service provider will be expected to take over the provision of all the services specified in the Output Specification (Schedule ) from the commencement date, which is expected to be following a short period for mobilisation after financial close.  

Bidders are not necessarily required to adopt the same approach as used by the Local Authority in developing the PFI Reference Project.
