Service Delivery and Technical Requirements
The Local Authority wants to encourage innovation by Bidders in the formulation of their proposals for the service.
The Output Specification (Schedule • in the Model Contract) sets out the Local Authority's requirements in relation to the [insert details of service or project]. The Output Specification makes reference to a number of Method Statements, which Bidders are required to submit as part of their Solutions. These Method Statements fall into two categories:
• Contractual Method Statements - these will be assessed as part of the evaluation of Solutions and the successful Bidder's proposals, when agreed following negotiation, will be incorporated into the PFI Contract and become contractually binding on both Parties. These Method Statements should therefore be written in a manner that allows them to be incorporated into the PFI Contract (and any drafting which is not intended to be incorporated in to the Contractual Method Statement should be clearly highlighted).
• Solution Method Statements - these will assessed as part of the evaluation of Solutions but will not be incorporated into the PFI Contract.
