Method Statement 13 - Working Practices (Contractual)

Bidders must submit with their Bids a detailed Method Statement detailing their proposals for monitoring compliance with the working practices service delivery outputs set out in the Output Specification. Such a system must be capable of feeding the results of such monitoring into the Bidder's management information system in a convenient form to be used in calculating any Adjustments to the Unitary Charge under the Payment Mechanism.

The Method Statement must also include details of the following:

The Bidder's approach to health and safety management, including:

 How the Bidder will promote a safety culture within their organisation

 Policies and procedures for health and safety management, and how and by whom the health and safety manual will be maintained

 The Bidders approach to risk assessment and procedures relating to street lighting and traffic signage

 How the Bidder will monitor compliance with Electricity at Work Regulations and CDM Regulations

 The Bidder's proposals for monitoring accidents, accident investigation and accident reduction.

Environmental Issues - policies and procedures in respect of:

 Statement of policy

 Proposals with regard to EN14001

 Proposals regarding the disposal of waste (and in particular lamps and concrete columns)

 Proposal for the reduction of light pollution.

Services to Third Parties - the Bidders proposals for the delivery and procedures to be adopted for services to third parties, including:

 The process to be adopted for the receipt, acknowledgement and processing of requests for services within the scope of the Contract to third parties (Section 38 and 278 Agreements etc.)

 How the systems proposed will interface with the obligations of the Bidder to the Local Authority under the terms of the Contract

 How any financial transactions brought about by any such services to third parties would be processed and what records would be kept and how these records would be available for inspection by the Local Authority and appointed external auditors.

Traffic Management and New Roads and Street Works Act 1991 (NRSWA) - The Bidder should set out the process that would be adopted for the implementation of all traffic management, safety and control measures during the installation of new or replacement Apparatus, including the need to obtain all permissions necessary where works occupy any part of the highway.

Quality Management - The Bidder shall provide as part of the Bid a draft Quality Manual and Quality Plan, and proposals for the implementation of a quality management system under ISO9000, including a complaint procedure and response format. The Method Statement should also set out the process for the design and installation of Works within an accredited Quality Assurance Scheme.

Training of Operatives - The Bidder should outline the programme proposed as well as setting out policies, standards etc. for the training of operatives during the Contract period.

Deportment of Personnel - Bidders should set out the procedures that will be adopted to ensure that all personnel engaged in the Contract will be appropriately dressed and identifiable with name badges etc.   The statement should set out how the Bidder will encourage all personnel to be courteous when dealing with the Local Authority, the public and other bodies and organisations.

Corporate Identification - Detailed proposals of how the corporate identification requirements set out in PS6 will be met and what methods will be taken to ensure the markings on any vehicles and stationery will be applied and kept visible and in good condition during the Contract.

Good Industry Practice and Codes - Set out the procedures and controls that will be required to ensure that all current applicable Codes and Good Industry Practices will be adhered to and monitored during the Contract. Methodology setting out how any changes to such Codes and Practices will be implemented should be included.
