Method Statement 16 - Commissioning (Contractual)

The Model Contract sets out the Local Authority's proposals for the certification and commissioning of new Apparatus.  As part of these arrangements, the Local Authority proposes the appointment of an Independent Certifier.  Bidders must submit the following information as part of their bid:

 Proposed identity of the Independent Certifier

 Proposed terms and conditions for the appointment of the Independent Certifier (Bidders may provide a draft appointment for this purpose)

 Particulars of the duty of care warranty that the Independent Certifier will owe to the Local Authority in the appointment and confirmation that the Local Authority must have no liability under or in connection with the Independent Certifier's appointment

 Confirmation that the level of the Independent Certifier's insurance cover will be no less than [insert details] for any one occurrence.

Any appointment under this element of the Contract must be strictly independent.  Appointment's shall not be made to any member of the Bidder's corporate group, nor have financial or ownership interest in the consortia, and the consortia shall not have a financial or ownership interest in the Independent Certifier or any member of its corporate group.
