Bidders should detail their proposals for innovation and cost savings. The Method Statement should deal with the following:

•  Proposals for investigating and costing new techniques, equipment and materials

•  Maximisation of third-party revenues [the provision of any equipment that would form part of a mobile telephone network will not be permitted]

•  Reductions in energy consumption.
