2.  Potential Benefits from reduction in night-time accidents (column D) based on average cost of accident during hours of darkness (Source - DfT Economics Note ) - I.e.        

3.  NPV calculations (columns E and I) based on 25 years, 3.5% discount rate and assumes benefits accrue at 20%, 40%, 60%, and 80% during years 1 to 4 respectively
