87 If an Authority requires the Contractor to provide Initial Services to the Existing Stations during construction, it should identify the budget available and service standards required during the bid process.  If an Authority requires the Contractor to provide "interim services" to parts of any Stations completed and handed over early, this is to be addressed in the Payment Mechanism.  Also see paragraph 2.4 of the Guidance which elaborates on this and refers to bonus payments for early services commencement.
