12.3  Development Standard Specification6

In relation to the Development Standard Specification the parties agree that:

(a)  the Authority shall, from time to time, notify the Service Provider of [its] [any changes to the] Development Standard Specification;

(b)  the Service Provider may provide the Authority with comments on the Development Standard Specification and the parties may agree changes to the Development Standard Specification;

(c)  if the parties fail to agree any changes under clause 12.3(b), then the Development Standard Specification notified to the Service Provider under clause 12.3(a) shall apply for the purposes of this Contract.

(d)  the Authority shall not make any changes to the Development Standard Specification that would cause the Development Standard Specification to be inconsistent with the Output Specification.
