14.4  Certification following completion of the Core Investment Programme8

Following the Core Investment Programme Period:

(a)  the Service Provider shall self-certify all Project Network Parts being installed or replaced or any works being carried out (except for maintenance) by the Service Provider in any particular Month in accordance with Method Statement 5 (Commissioning); and

(b)  the Authority Representative or any nominee of the Authority shall be entitled to inspect, comment upon, or object to at any stage of the installation or replacement process or any other works (and for a period of two (2) Months thereafter) up to one hundred per cent (100%) of the Project Network Parts being certified by the Service Provider as being Compliant in that particular Month; and

(c)  the provisions of clauses 14.5 to 14.7 (inclusive) shall apply.

8  Consider if self-certification should apply after the Core Investment Period and if so should it apply only to certain works and/or parts of the highways.  There is reference to Compliance Criteria but the test could be compliance with the relevant parts of the Output Specification.
