21.2  No Relief for Offsite Works

The Service Provider shall not be relieved of any requirement to carry out any part of the Service if the failure of the relevant highway authority (not being the Authority) to give to the Service Provider access to areas required to carry out the relevant part of the Service is the result of any of the circumstances set out in clause 21.1.
