28.3  Objectives of the Service22

In performing the Service the Service Provider shall use reasonable endeavours to ensure that:

(a)  delay to users of the Project Network and of adjoining roads or facilities are minimised;

(b)  optimise the availability of the Project Network for public use;

(c)  the risk of adverse effects on the environment and on the amenity enjoyed by the owners and occupiers of land adjacent to the Project Network and to adjoining roads and facilities is minimised;

(d)  all accidents and emergencies are responded to as quickly as possible and their adverse effects minimised;

(e)  risk of damage or disturbance to or destruction of third party property is minimised;

(f)  members of the public are treated with due courtesy and consideration;

(g)  users are given adequate information and forewarning of any events on or any matters affecting the Project Network as will enable them to minimise any adverse consequences on them of those events or matters;

(h)  data relating to the maintenance of the Project Network and events on the Project Network are collected and disseminated such that the Authority and other persons or bodies with statutory duties or functions in relation to the Project Network or adjoining roads are better able to perform those duties and functions;

(i)  the Project Network is operated and maintained to no less a standard than is appropriate for a highway of the character of the Project Network and for use by the traffic which is reasonably to be expected to use the Project Network;

(j)  so far as it is consistent with the requirements of safety and information for users that there is a minimum of signage and size of signage associated with highways;

(k)  at all times the environmental and aesthetic quality (including the standard of design and materials used) of the Project Network shall be maintained and, where possible, enhanced;

(l)  that the level of night time working is kept at a minimum consistent with local environmental and amenity sensitivities.
