60.1  Step-In Events

If the Authority reasonably believes that it needs to take action in connection with the Service:

(a)  because a serious risk exists to the health or safety of persons or property or to the environment;

(b)  to discharge a statutory duty; and/or

(c)  in the case of an Emergency;

(d)  due to the occurrence of a Category 1 Defect;

in each case a Step-In Event then the Authority shall be entitled to take action in accordance with this clause 60.
