68.3  Failure to Issue a Certificate

If a certificate is not issued by the Authority pursuant to clause 68.2 within [six (6)] weeks of the Contract Date then the Service Provider shall be entitled by giving notice in writing to the Authority within five (5) Business Days of such date to terminate this Contract, whereupon the Authority shall pay to the Service Provider an amount equal to the compensation that would be payable on termination for Authority Default.
