2 Required Actions
2.1 Prior to commencement of the Service the Service Provider shall have:
(a) established the Service Provider's head office within the Project Area;
(b) entered into the Key Sub-Contracts to the extent not entered into by the Contract Date;
(c) appointed the Core Management Staff (who shall have shadowed their equivalent Authority counter-parts for a period of at least one (1) Month) and notified the Authority of the same;
(d) [taken possession of the Depot and the Traffic Control Room;]
(e) made all statutory notifications and obtained all Necessary Consents, to the extent required by Law, so that the Service Provider is able to commence or procure the commencement of the Service;
(f) ensured that all Transferring Employees have received appropriate induction training;
(g) an operational Help Desk in place that is capable of performing the functions set out in [Part 8] of the Output Specification so that the Service Provider is properly able to commence the performance of the Service;
(h) appointed those two (2) persons who are to be the representatives of the Service Provider on the Network Board and notified the Authority of the same;
(i) migrated at least seventy percent (70%) of the Authority's electronic information in respect of the Project Network onto the appropriate databases within the Management Information System;
(j) set up and agreed reasonable and appropriate access rights with the Authority to any of the Authority's hard copy information in respect of the Project Network;
(k) taken delivery of the Project Assets from the Authority in accordance with Part 3 of this Schedule 2 (Mobilisation);
(l) a letter from the Service Provider's insurance brokers addressed to the Authority stating that all the Required Insurances are in full force and effect, together with certified copies of the relevant cover notes; and
(m) provided the insurance broker's letter of undertaking, substantially in the form set out in Part 4 of Schedule 27 (Insurance Matters).
