3.1 and 3.2

3.1  The structural integrity of the surface of the Carriageway on an [RSL] in the Strategic Route and [Main Distributor Network] is determined by a survey to measure the deflection of the Pavement under a given loading.

3.2  The performance of the Pavement in loading and recovery will be expressed in terms of the number of years of remaining life that can be attributed the Pavement.
