4. Scope of services
The national PPP guidelines states the general principle that government will retain certain responsibility for delivering core services. In Queensland, government is responsible for the delivery of core services in a PPP project that involve direct delivery of community services to the public or the exercise of statutory power.
Unsolicited proposals and exclusive mandates
The national PPP overview document (Section 3.2) provides general guidance on unsolicited proposals and exclusive mandates. Queensland has more detailed guidance on policies and procedures when using exclusive mandates.
