6.  Protecting the public interest

In protecting the public interest, government will consider-on a project specific basis-a number of issues including:

 core services will generally be delivered by the public sector. These include teaching in schools, medical services in hospitals and community safety such as police. This list is not exclusive, the Government will from time to time determine which of its services are core to its responsibilities;

 ancillary services to the infrastructure, such as engineering, maintenance, cleaning, security and facilities management, will generally be delivered by the private sector;

 project financing: As a general rule, PPPs will consist of all components of construction, operation and financing. However the Government retains the right to 'unbundle' the financing of a proposal as a measure to protect the public financial interest;

 protection of employee rights;

 sustainability requirements; and

 environmental considerations.
