Highways Maintenace Procurement Pack - Guidance

Status of Local Partnerships' Highways Maintenance Procurement Pack (HMPP)

The Department for Transport (DfT) has approved Hounslow, Isle of Wight and Sheffield to develop and procure Highways Maintenance PFI Projects.

DfT will not be mandating any aspect of the project agreement as this is a pathfinder round. However, projects will be required to follow SoPC4 except where derogations can be fully justified. We have suggested a number of sector derogations in the procurement pack.

The HMPP is therefore intended to be a useful template and starting point for the above local authorities to develop reflecting the knowledge and lessons from projects to date and feedback from the market consultation.
